Fight to 'Control' the Internet

The U.S. was one of 55 nations that refused to sign the International Telecommunication Union Treaty last Friday. Countries like Russia, North Korea and China wanted to use the treaty to control the Internet. Terry Kramer, U.S. Ambassador, weighs in with CNBC's Rick Santelli.
