"I think it is important to realize that we were here at the end of last year, IMF and the EU negotiators were in Budapest but had to leave because there wasn't cooperation about getting a deal but I think there has been a shift in some elements of the Hungarian government," Peter Attard Montalto, emerging market economist at Nomura, told CNBC.
