Tim Condon, head of research at ING, told CNBC, "Spain needs a bank recapitalization and typically when it is a system wide recap state funds are involved. That is the issue in Spain, can the state finance the needed recap? Markets have intermittently doubted the Spanish sovereign's ability to do that."
