Jose Manuel Barrosso, president of the European Commission, told CNBC, "the treaty to enter into force needs twelve member states, I am absolutely confident it will happen, regarding Ireland i've heard what the Taoiseach the prime minister of Ireland said about his confidence that he will sign because it defends the interests of Ireland, so I am very confident about that but of course it is a decision for the Irish people to take."
