President: Congress' most fundamental job passing a budget

CNBC's John Harwood provides a preview of the President's speech. We are again faced with another mass shooting, said President Obama, commenting on this morning's deadly shooting at the Washington Navy Yard. The President also talked about the nation's recovery from the financial crisis 5 years ago, noting the government worked hard to rescue banks, create jobs, heal the housing market, save the auto industry and provide health care reform. Congress needs to stop threatening not to pass a budget and focus on what needs to be done. The stakes for the middle class could not be higher, Obama said.
