"What they're trying to do in Spain is sort of trying to bail it out but so no one notices, they are trying to bail it out by the back door, the problem in Spain is the banks so they are trying to intervene directly but each piece of the puzzle you put in you just create more problems," Matthew Lynn, founder of Strategy Economics, told CNBC.
