"Spain's Prime Minister Mariano Rajoy is the exception to the weak governments in the periphery, he has a single party ruling with an absolute majority so he can pass whatever measures he wants to pass in parliament and he has a very weak opposition," Antonio Barroso, Western Europe analyst at the Eurasia Group, told CNBC.
