"I think the Fed is clearly looking at the deterioration in the global outlook and that is the spark that has seen some of the key central banks ease policy as well, but obviously the Fed is also looking at what is happening at home and the domestic economy does seem to be struggling at the moment," David Page, economist at Lloyds Bank Corporate, told CNBC.
